Not exactly. The panel "imposed the minimum suspension term possible" under the rules "as a result of a showing to the comfortable satisfaction of the Panel of no significant fault by the athlete". The drug (testosterone) was medically prescribed and the form used at the testing did not require him to declare it as it asked only for anything ingested up to 3 days before.
