Sudden:
T.O have lots of parks and public transit (no idea if transit is good or bad) and then decent forest within driving distance (e.g. Ganaraska). Not sure what is missing?

Nev-Monster:
What's missing has been the embracing those parks and urban Orienteering for sure.

However, the drive to decent woods is considerable compare to say Ottawa or Calgary (or Hamilton). I guess how to achieve that right balance.

Also, I might be one of the few Toronto Orienteers who live in the core of the city.

Hammer:
TOC was the first to start mapping urban parks in Canada and using them over and over again. Unfortunately the way those events are hosted and marketed hasn't changed in 35+ years.

MapRunF X-League ideas with an annual urban Raid higher profile race would be likely be well received from those that live in the core and want a new adventures in the parks.
