A performance edge for endurance athletes to "beat the heat" at peak sun times of long-distance events, especially in warm climates?

I've heard of things like this used for firefighters and emergency workers when they get to take a break in a crisis situation, and apparently they do work.

Curious to see if this works. Tried something similar a number of years ago with employees who had to work in hazmat suits in hot temps. Was good for about 15 minutes. Then no benefit. Then negative effect. Different application and newer technology. Hope it yields positive results.
