I think the relevant paragraph is
There must be recognition by all parties (including the Fund Administrators) that “Funds Designated by the Board” in a budget are open to change by any current board. They do not represent cash held in trust for the individual teams for their use. Rather they are general Orienteering USA monies for use as deemed appropriate by the board. (These are different than “donor designated” funds, which are temporarily restricted until used for the activity specified by the donor.)
That is, if you donate to the team, the team gets it. (Of course, nothing stops the board from then giving less to the team because it is already well funded.) Funds from other sources can be allocated and reallocated as the BOD sees fit.

But, if you look at the third page, it says:

Recognizing that 2011 is a transition year, the Finance Committee recommends the following:
• The Board designates the balances of former individual “team funds” as the first dollars to fund that team in 2011.


And, to use an example, the number for the Senior Team is $11,300. Which I assume is either the current balance in the Team Fund, or the expected year-end balance?

So this 11.3 is designated by the Board to be used to fund the team for 2011. But according to the paragraph you quote, such funds designated by the Board are open to change at any time by the Board.

So you've still got what you raised, but maybe you don't. I'm still confused. And a little suspicious.

As of today, there's $2020 pledged to the US Teams from various sources resulting from the US Classic Champs registration system...

$ 360 in direct donations
$1660 via sprint finals registrations (88 signed up for 2 sprints! and 32 signed up for 1, plus a few kids for the mini sprint).

I still have to do a breakdown to see which donations are specified to a certain team, but will have that information by the sprint finals.

Peter, good to see that my questions about the budget are similar to yours. Tells me that I am not completely missing everything. Maybe it's worth shifting this discussion to the main AP discussion thread?

I think you're being overly suspicious. What's going on looks like that the auditors didn't like having all these little pots of money in different funds. So, the intention is to spend down the existing pot for team funding on team funding. Then, there is a comment that in future, all money except that explicitly designated for specific purposes by donors can be spent on whatever the BOD wants it to be spent on. Yes, if the BOD plans to take past donations to the team, put them in a line item called 'team funding', then reallocate that in July next year, that would be worrying and unethical. But come on, give the BOD some benefit of the doubt - when did they ever say or do anything that gives you that worry?

I think there are plenty of things to worry about, like where the ED's salary is coming from or how long Orienteering USA can run a $40K deficit, but what you raise doesn't seem like a big one.

Wait till the noises start about the WUOC team's funding being entirely cut.

There is no WUOC next year, which is why I assume their budget was cut.
