I'll guess that it means, "turn loose some hungry bugs that eat the other bugs that are trying to eat the plants".

Yeah, basically - the good bugs eat the bad bugs.... Tonight I was just releasing about 600 Crypts but I also have some Lepto's active as well.
But if you release them in broad daylight, a lot of them tend to fly off so early evening release allows them time to acclimate, start feeding and laying some eggs. The adult beetles feed to an extent, but the larvae can really decimate a mealybug population.
